Challenges and Influence Factors of Public Participation Mechanism in Innovating Three-Dimensional Social Security Control System
In the process of the innovation of the social security prevention and control system, the scientific public participation mechanism is essential.This is not only an important attempt to innovative social governance, but also conducive to the prevention of all kinds of illegal and criminal activities from the source.By combing the relevant literature and surveying current situation of public participation, we can find out that the public participation mechanism is not perfect, which is the main factor to restrict the innovation of social security system.Among them, the lack of security mechanisms leads to public did not dare; the lack of incentive mechanism leads to public unwilling; the lack of education mechanism leads to public will not; the lack of communication mechanism leads to public cannot; the lack of evaluation mechanism leads to public unknown.Therefore, the establishment of a sound public participation from insurance, incentives, education,communication and evaluation mechanism is an important guarantee for the realization of orderly public participation in the creation of innovating three-dimensional social security control system.
