The Restraining Factors and Countermeasures of Leading Cadres Professional Construction Under the New Normal in China
It is necessary to enhance the leading cadresprofessional construction because of the new environment, like the development of market economy, modernized governance capacity, good government images perfection, service-oriented government construction, and so on.Leading cadresprofessional construction has become the urgent and significant research subject in China.Chinas leading cadres professional construction has achieved significant success.However, new bottlenecks and difficulties have been met in this construction.In mechanism sense, the professional construction system is deficient; in learning subject sense, some leading cadres have no much time and energy to catch professional knowledge perfectly; in learning object sense, professional knowledge update speed is faster; in professional training system sense, the training system is defective; in regulation sense, the leading cadres professional construction policies and regulations have not been put into practice perfectly.Hereby, the countermeasures mainly include that leading cadres should set up the life-long study concept to build a learning government, that the construction of professional training should be strengthened, that the selection standard of leading cadres professional condition should be created,that the stipulation of open selection should be strictly implemented to screen out the professional leasing cadres, and that the assessment should be carried out regularly to force leading cadres to improve professional quality.
