On the Construction of the PPP Pattern of the Regional Smart Education System

摘要：

　　In recent years, as the smart education emerges, the Regional smart education has become the trend of smart education in the whole world.However, there still exists problems of being not systematic and efficient during the process of governments construction of the system of the Regional smart education.On the basis of the complexity theory and the giant system theory, the research target of this thesis is to seek to satisfy the multi-elemental and multi-level needs of the Regional smart education; assisted by PPP cooperation pattern, to put forward the new PPP pattern of the construction of the Regional smart education with respect to the three systems——construction system, management system and evaluation system, which exerts a profound impact on the development of the efficient and systematic Regional smart education and offers some valuable experience for countries devoted to this project.Meanwhile, this thesis is also aimed to use the methodology of the theory of Giant System and Complexity Theory to analyze the modern management issues so as to innovate the research methodology of public management.
