Research and Application of Power Stability Control System in Ecuadorian State Power Grid
There are three defence lines for insuring the stability of the power system.Power stability control system(PSCS) is the second defence line.In this paper, we describe PSCS in the Ecuador, and discuss the key technology.The load and power distribution does not match in Ecuadorian power grid, the trunk transmission network always stands the heavy load, so the blackout accident caused by fault may happen.In 2013,Ecuadorian PSCS project started to implement to solve the problem.Ecuador PSCS refers to 2 control centers and 23substatiom or power plants.Controller receives the tripping signals,power flow and operation status of transmission lines from relays.Controller device will trip generators and loads if the Pre-disturbance value of power of lines exceeds the threshold, and relays receives mitigation command to tripping generation/load.The system successfully applies the IEC 61850 real time data transmission protocol to the communication between PSCS devices for the first time.The system also applies several key technology such as dual control centers switching automatically, stability control prejudging, and bypass breaker intelligent identification.
