An Intelligent Load Control Scheme Based on IEC61850 for Auxiliary Power System of Hydropower Plant
The problem of overload caused by ATS (automatic power transfer switchover) is pointed out, which happens frequently in auxiliary power system of large and medium-sized hydropower plant.To solve it, the shortcomings and limitations of traditional solution were analyzed, and an intelligent load-control scheme got presented.When one section of the 6/l0kV basbar get outage, the ATS works and the adjacent section, as the objective section of ATS, needs to additionally undertake the load from the section which will be loss of voltage.Frequently, the power supply transformer of the objective section will get overload.If sections of the 6/10kV busbar get outage continuously, the final objective section needs to undertake all the load from fault sections, and the probability of overload greatly increased.The traditional ATS could not solve the problem of overload due to the inherent limitation.Usually, the execution units of traditional ATS only perform the operation logic, lessly get the ability to predict whether overload perform will occur, not to mention provide countermeasures.As the traditional strategy of load control, load shedding with serious lag is the only measure whose works play a role after the occurrence of overload, if the situation of overload is serious, a wide range of load shedding frequently result in unnecessary blackout of some devices.In addition, whether traditional ATS or strategy of load control, the execution units obviously take on discrete and independent performance, and get less information interaction from each other, result in that the load conditions of the auxiliary power system could not be fully mastered.On one hand, in recent years, the digital technology based on IEC 61850 has got progressed and improved significantly,and been widely used in the electric power industry, including both of thermal power plant and substation.On the other hand,the relevant standards and rules based on IEC 61850, which are specifically set for hydropower plants, has been affirmed and promulgated.The digital technology based on IEC 61850 could remove the inherent limitation for the traditional ATS and strategy of load control, which will be mentioned in the previous paper.Due to the digital technologies consisting of GOOSE and SMV based on IEC 61850, a safe and reliable data network could be built on process of layer, in the auxiliary power system of hydropower plant.The attendant benefits are that the communication channels among the secondary equipments could be available, and the analog and digital information could be shared in rang of the whole auxiliary power system.Based on that,the intelligent load-control scheme is presented, m secondary equipmentsecondary equipment secondary equipmentainly depended on the tactics of load transfer and prior load shedding,taking prior load shedding as backup measures, combined with the traditional scheme of ATS, the intelligent load-control scheme could effectively solve the problem of overload, and moreover,reducing the range of outage as far as possible.
