Yellow River Basin Water Resources Protection and Rivers& Lakes Health Security
It is one of the four goals raised by The CPC (Communist Party of China)Central Committee and State Council decision 2011 on speeding up the development of water conservancy reform that to set up water resources protection and rivers & lakes health security system in 2020 basically.Construction of the water resources protection and rivers & lakes health security system with Yellow River characteristics is an important goal of the task of the Yellow River harnessing under the new situation.Four water problems of Flood is still a serious problem for the development of some districts,water supply and water demand are unbalanced,water environment is polluted and there are a series of ecological environmental problems are the epitome of water problems in China.In the Yellow River Basin,natural conditions are complex and river basin and water regimes are special; present situation of the Yellow River Basin of low carrying capacity,high environmental stress and fragile ecology is determined by natural endowment and human impact.Realization of the goals of protection of water quality,water quantity and aquatic ecosystem in the Yellow River Basin matters to the sustainable economic and social development of the river basin and will be very important to solve water problems and guarantee water security in China.
