Strengthening Integrated River Basin Management in order to Realize the Long-term of Stability and Security in the Yellow River
On the basis of analyzing and summarizing the meaning and function of integrated river basin management,the current status of river basin management,achievements and objectives,river basin management institutions and operation mechanisms,elaboration is made on how to strengthen the integrated river basin management of the Yellow River,from such aspects as river basin planning management,integrated water resources management,the construction of river basin flood prevention and drought relief system,the construction of policy and regulation system,and the managing capacity building,etc.The management mechanism of the Yellow River is river basin management combined with regional management,through establishing the following mechanisms as river basin management consulting mechanism,the management and regulation mechanism of key water conservancy projects in its mainstream and tributaries,the unified water resources management and regulation mechanism,the responsibility supervision mechanism of water quantity and quality at provincial boundary sections,the managing mechanism of construction projects within the scope of river channel management,and incidental water emergency and response management mechanism,etc,so as to realize benign,efficient and standardized management of the Yellow River Basin.Integrated river basin planning is the main approach and means to realize integrated river basin management.The policy and regulation system construction based on the actual situation of the Yellow River is the foundation to realize water control and management according to the laws.The capacity building of the administrative law enforcement on water affairs,supervision,project management,science and technology,and human resources,etc.is the guarantee for realizing effective management.Strengthening the integrated river basin management is to ensure the flood prevention security,better support the sustainable development of the river basin economy and society with limited water resources,so as to realize the long period of stability and security of the Yellow River,and better benefit the Chinese Nation.
