General Decision Support System for Water Resources Management
Background: The pressure on freshwater resources is rapidly increasing.Climate change and population growth is accelerating the problems further.Solutions are required for improved water management under increasingly complex conditions with competing stakeholder interests.Many organisations have started develop computerised decision support systems to aid the day-to-day management.In collaboration with multiple organisations a general decision support system has been developed,which can be tailored to specific uses.It can be applied both for planning and for real time operation.New Methodologies: State-of-the-art simulations models and decision support systems (DSS) for water management and optimization of water allocation have been developed.The tools combine data retrieval and analyses,hydrological and hydraulic simulation models,crop models,GIS,multi criteria optimization and economic analyses.The tools are developed in partnership with water resources authorities around the world to aid their complex management.Application experience: Under the National Hydrology Project in India,the DSS has been implemented for real time management and long term planning and optimization.The 9 riparian countries of the Nile River Basin,represented by the Nile Basin Initiative,have agreed to develop the water resources in a cooperative manner; share socioeconomic benefits,and promote regional peace and security.The development of the shared and accepted Nile Basin DSS is the first important step in achieving the joint vision.The Computer Aided River Management System being developed in Australia adds real time functionalities for optimizing the day to day operation.The DSS includes coupled surface water and groundwater models and uses the full information to meet all water demands with minimum release from the headwater storages.The paper discusses the system requirements and experience from application of this type of systems.
