A Cost Benefit Analysis Based Approach on Soil and Water Conservation--A Case Study of the Yanhe Project

  Soil and water conservation is an important policy to protect environment and abate impoverishment in the Loess Plateau.Though it is known that there are various benefits from the implementation of soil and water conservation,the evaluation is maindy based on the physical terms.It is often difficult for making a trade-off between the costs and the total benefits of soil and water conservation because they are not compared using one single unit.Furthermore,the discounting costs and benefits over time are not considered in related researches.Therefore the main purpose of this thesis is to evaluate the costs and benefits of soil and water conservation using a Cost Benefit Analysis (CBA) based approach.In order to conduct this study,a soil and water conservation project at the Yanhe in the Loess Plateau area of the Yellow River Basin is selected as a study case.The results of analysis are described firstly in physical terms.Then,the net present value(NPV) of the benefits,costs and net benefits are calculated using one unit,the monetary unit.The positive value of the NPV of the net benefits implies that the Yanhe project is an economically feasible project.
