Water Regulation and Water Resources Management Selections for North China: Using Beiyun River Basin as an Example
Most rivers in North China suffer serious water shortage and water quality deterioration nowadays,especially for Haihe River.Methodology and strategy of water regulation and water resources management in Beiyun River which is one of the biggest branches of Haihe River are studied as an example to alleviate the contradiction.An integrated broadcasting and predictive system consisting of a distributed hydrological model,a hydrodynamic model coupled with sluice hydraulic model,a water quality model,as well as an optimal model is developed.Using this system,the operation mode of reservoirs and sluices can be implemented directly referring to flow discharge process instead of water elevation operation mode which is used at present.Optimal operation schemes are explored considering water resources with different qualities (runoff,reclaimed water and wastewater),in order to achievethe multiple objectives of minimum disaster loss,maximum ecological water and great improvement of water quality.Optimal regulations are calculated for daily flow discharge processes of Beiyun River.The calculated results show that the optimized water regulation strategy can change the present situation of zero flow in non-flood season and improve water quality during the whole year.The rescarch will provide technical support for maintaining river health and sustainable economic development in Beiyun River basin and could be applied to other basins with large numbers of reservoirs and sluices in North China.
