Environmental Impact Study on Comprehensive Planning along Heihe Watershed
(0) Located in the northwest inland area of China,the Heihe River Basin is a part of resource water-deficient area where the water resource is hard to meet the need of local economic development and ecological balance.The comprehensive planning for the Heihe River Basin aims to achieve the win-win result of ecological environment protection and economic and social development by basing on ecological construction and environment protection,centering on scientific management,appropriate allocation,efficient utilization and effective protection of water resources and comprehensively considering the requirement for ecologic environment construction and regional economic and social development over a long period of time.In view of the influence of the implementation of the comprehensive planning for the Heihe River basin on the water resource allocation,water environment,ecological environment,land resources,social environment,and so on,the analogy analysis method,expert consultation method and so on are utilized to conduct the influence analysis of various environmental factors involved with the engineering measures in the comprehensive planning for the basin.From the point of view of environmental protection,the engineering layout,scale,method,environmental feasibility of development and rationality of planned environmental goal are demonstrated and analyzed and from the point of view of ecological environment protection,the suggestions on optimization and adjustment are put forward so as to provide the basis of further making a decision on the comprehensive planning for the Heihe River basin.
