Using Virtual Water Strategy in the Treatment of the Yellow River
Virtual water strategy is that water shortage countries or regions use the commodity attribute of water by importing water-intensive products from water-rich countries and regions to meet the needs of local water resources and food security needs.Water resources shortage of the Yellow River Basin not only affects the social,economic development in river basin and the basin ecological,but also affects the comprehensive management of the Yellow River and the national eco-security.The water resources shortage will be more seriously with the development of social and the population increasing.Water resources shortage has become the main factor restricting economic development and environment restoration in the Yellow River Basin,which makes the management of the Yellow River more difificult.With virtual water strategy in the Yellow River Basin,it can make the most use of water resources by the virtual water trade and can use the water resources of other basins without cross-basin water transfer project,thereby it might alleviate the water shortage crisis and promote the sustainable development and improve environment gradually and provide an adequate of water resources and ensure enough time for the management of the Yellow River.It is a complex and systematic project to use the virtual water strategy to manage the Yellow River.It needs the cooperation of all water administrative departments and local governments in the basin and river basin agency and central water administrative departments and other relevant departments to establish a virtual water trading platform and the management control system.In the meantime,it also needs to research on the ecological environment of the Loess Plateau and vegetation restoration,adjust the water resources management to provide enough water as far as possible to restore vegetation of the Loess Plateau.So the radical cure of the Yellow River may be done.
