Study Conclusions and Suggestions of Compensation Policies for Application of Floodplain Area in the Lower Reaches of the Yellow River
A big contradiction has been existed for a long time between production and living of the masses in floodplain area,and flood discharge,and flood and sediment detention.The more developing the basin economic and social and higher requirements flood control safety,the more prominent the contradiction.Because flood and sediment detention can not be compensated,masses in floodplain area constructed production dike illegally for needs of living and development constantly.Through study by YRCC,compensation was regarded as the effective way to solve the contradiction.Instructions of using the compensation policy at the floodplain area after flood inundation in lower reaches of the Yellow River was reported to The State Flood Control and Drought Resistance Headquarters and The Ministry of Water Resources (MWR) by YRCC in 2004and 2005.The problem attracted attention by relevant departments of the state.Flood Inundation Compensation Policy Study Working Group for Floodplain Area of the Lower Reaches of the Yellow River was formed by MWR,The Ministry of Finance (MOF),the National Development and Reform Commission (NDRC),Henan and Shandong provinces and YRCC.From 2006 to 2010,the working group had organized 19 units,more than 200 people to participate in study work,and hold expert advisory council five times.Flood inundation compensation policies are not only the requests of 1.895 × 106masses of in the lower reaches of the Yellow River,but also the requests of implementing lower Yellow River harnessing strategy,maintaining compensation policy continuity of floodplain area of the Yellow River,and building new socialist countryside.Statistical calculation shows that national finance can undertake flood inundation economic compensation.Under present condition,the implementation of the policy compensation after flood inundation in floodplain area of the lower Yellow River is necessary,also be feasible.With the national flood retention and storage compensation approach as reference,based on the actual situation of floodplain area,the compensation content,standard and capital share proportion are defined.Flood inundation loss of autumn crops and permanent residents housing are compensated only.Crop compensation ratio is 60% ~80% of the previous three years average annual output value ; housing compensation ratio is 70%of the main part loss value.Which 80% of the total compensation funds is paid by central national finance,and 20% is paid by local.
