Implementation of Strict Water Resource Management Measures for the Yellow River in Henan
Water is short in Henan Province along the Yellow River,The water resource along the Yellow River in Henan Province has great importance to Henan Province and prop up sustained development of economy and society,It is necessary to implementation of strict water resource management measures for the Yellow River in Henan Province for the sustainable utilization of water resources.We put forward overall requirements and basic principles for establish strict water resource management.It is essential to introduce measures in various areas,including discharge calculation,preplan for drought-relief emergency response and measured respectively agricultural and non-agricultural water supply,in this way,to establish management system which adapts to strict water resource management and establish index system of strict water resource management.The total water quantity of the Henan Province along the Yellow River was subdivided according to national plan for water allocation in 1987 and delimit total amount control line.We practice the water permit system,monthly regulation scheme,ten days water order and five days rolling water order for control the diverted water volume of the Yellow River.We should perfect the enforcement systems from the following respects: to implement the water regulations act and carry out its detailed rules of the Yellow River; to carry out the responsibility system for water regulation ; to take dual controls for total amount control and discharge at trans-provincial border sections control; to accelerate talents team construction; to earnestly implement the supervising and examination of water regulation,online superintend and check by remote monitoring system; to tighten on the spot inspections and to establish technical supporting system of strict water resource management.The system includes the research on enduring effect mechanism of water-withdrawing licenses superintend,functional no flow interruption indicator,the plan of water regulation in Qinhe River,water resource managements system and mechanism of the Xiaolangdi Reservoir area of the Yellow River,water regulation from passive to active regulation,following and supervising whole process of water supply,and the inter-regional water supply.By adapting strict water resource management,It is guaranteed the continuous utilization of the Yellow River water resource and sustained development of economy and society along the Yellow River in Henan Province.
