Heihe River implements the unified management of water resources continued11 years,initially established the combination of watershed management and regional management of the River basin management system,ecological environment is worsening the situation got preliminary keep within limits.At the same time,also need to see, The Heihe River preliminary regulation planning,which is official replyed by the State Council,requirements to recovering the downstream ecology to nineteen eighties level s target has not became a reality.Watershed management and regional management combining the management mode has not truly established.Heihe River is a Inland River which is a tans-provincial River,for sustaining the healthy life of Heihe River,on the lower reaches of the realization of harmonious development,must implement the unified management of River basin.Heihe s current water resources management system has many drawbacks,such as single relying on administrative coordination,lacking rigid constraints and legal authority,and so on.These drawbacks restrict Heihe River Basin management institution of integrated the watershed management control ability,also directly affect on water dispatching and watershed management effect.In order to solve the problems,implementation of watershed management and regional management combining unified basin management mode,should be from strengthen catchments organization function and control ability,constructing by the River basin agencies responsible for the backbone of regulating reservoir at the technical level; setting of subordinate units for the River basin management institution to control the water conservancy projects in the management level; to promulgate and put into practice the Heihe River Basin water resources management regulations in the perspective of law.Multi level security,Multiple range of comprehensive watershed management system,in order to realize the unified management of River basin,to lay the foundation for the development of watershed health.
