Significance of European Ecological and Biological Monitoring Methods to the Establishment of China s Aquatic Ecological Monitoring System
The EU Water Framework Directive is one of the most far reaching environmental initiatives undertaken by the EU to date.It sets new objectives for all rivers and lakes based on ecological and biological indicators of river health.Biological indicators have been developing in Europe over the past 30 years or so,but the EU Water Framework Directive is the first time that these have been adopted into mainstream water management.The wealth of knowledge on ecological and biological monitoring that has been built up in Europe over the past 10 years since the adoption of the EU Water Framework Directive.China s new round of national water resources protection planning guideline which was issued by Ministry of Water Resources in September 2012 stipulates that the principle of this new round planning is the integration of quantity,quality and ecology.However,the research on river and lake ecological protection was just started in China,the pilot results have not been integrated and applied in the routine water resource management and especially the aquatic ecological monitoring system as the basis and key element for ecological protection planning has not been established in China s main river basins.This paper drew together knowledge of the EU in the aspects of surface water classification and assessment method,statistical elements in monitoring programme design,methods of field sampling site selection and sampling technology in order to assist China to build a technical standard system specifically to China s national realities and natural status.
