Techniques for High-efficient Utilization of Water Resources in Gully Areas of the Loess Plateau and Existing Problems

　　Presently it is an urgent task to scientifically and reasonably utilize water resources for the purpose of developing rural economy,improving the living standard of rural and urban people,maintaining the sustainable development of cities,controlling soil erosion,and improving the ecological environment of the gully areas on the Loess Plateau.The present situation of local water resources utilization is investigated and the techniques for high-efficient utilization of rural and urban water resources are introduced from the aspects of control and utilization of the runoff collected from plateau surface,slope surface and gullies,as well as the pilot project of rainwater collection for irrigation in Xincheng District of Xifeng City.Furthermore,suggestions are made,i.e.strengthening the construction of rainwater collection facilities to alleviate the water shortage in rural and urban areas,taking engineering and biological measures for groundwater recharge,attaching importance on water saving and pollution control to ensure water supply for industry and agriculture,and finding new ways to settle the water demand of petroleum production.
