Initial Analysis on Structure System of River Basin Water Resources Management
Based on the definition of the conception,connotation and principle of the river basin water resources management,then its target and content are defined.Based on the actual situation of the water management of the Songliao River Basin,according to the authorization and regulation of water resources management of the river basin management organization from the national laws and regulations and the institution,function and staff determined scheme,the management of the river basin water resources are divided into macro-management and micro-management on the task and content.The macro-management mainly includes the scheme making works of the basin planning,water allocation,control indicators of basin water resources,etc.and the operation works of water resources regulation and monitoring,etc.The micro-management mainly includes the approval works of the water project planning consent,the assessment of water-draw and utilization in construction projects,water drawing permit,consent of sewage outlet to the river,etc.and the supervision works of the water using planning,water function area supervising,etc.The complete architecture of river basin water resources management is constituted by the interaction of various aspects and different types of works.
