The Research of Our Country s Water Resources Management--Perspective of Rational Bureaucratic System

摘要：

　　In view of Mark Webber s rational bureaucracy,through the analysis of the management system of water resource in China,according to the principles of the theory,division of labor,hierarchy,the compliance of jurisprudence and impersonalization,this paper identifies the existing problems of our management system of water resources,the management institutions purview division is not clear,so as to the specialization division is not distinct; the setting of grades is not standard,and the support system is not consummate; the basis of jurisprudence is not complete.Afterwards,with the guidance of rational bureaucracy,the paper puts forward the specific idea of how to improve our management system of water resources.Firstly,it is to define the division of the authority of the organizations of water resources management.Secondly,it is to explicate the organization structuring of our management of water resources.Thirdly,it is to complete the support system of water resources management system.In addition,the government accountability system of water resources management should be consummated,so as to strengthen the functions and disentangle the responsibilities and increase efficiency.
