Comparative Application of Methods for Water Resources Allocation of Trans-cantonal Rivers in Southwestern China
This paper mainly uses a case study of the Dianxi River in the southwest region of China,to discuss three methods respectively,which are based on water-use quota(WUQ),integrated watershed water resources planning (IWP) and analytic hierarchy process (AHP),for allocating water resources of trans-cantonal rivers on the principle of fairness and justice first,efficiency moderately considered.The comparative results indicate that WUQ-based approach with advantages of clear conception and less data needed,may be applied to make a broad-brush allocation for reference.IWP-based approach,featuring high complexity of computation and more and detailed requirement of data,takes full account of the balance among the supply,depletion and emission of water,as well as socioeconomic development.However,this approach may result in benefit encroachment of vulnerable groups or developing areas.AHP-based approach,considering the priority ranks of water uses,pays more attention to the comprehensive influence of multi-index in each study sub-region when giving priority to fairness and efficiency.But the complexity of the factors involved in the AHP-based approach,the subjectivity of determining the index system and the arbitrary of obtaining the data may affect the rationality of the result.It is thus suggested that all the three methods should be synthetically applied to ensure the scientific and rationality of water allocation scheme at the next stage of administrative consultation and arbitral confirmation.
