Research Review of Cyber-security Challenges and Measures in Digital Substation

  One of the main features of the digital substation is intelligent primary equipment,networked secondary equipment.The process layer network carries SV message and GOOSE message.The station layer network carries MMS message.As the data transmission in digital substation is larger,and various packets are directly related to the proper and stable operation of substation,even of the whole power grid,cyber-security of digital substation becomes extremely important.This paper discusses the challenges and measures of digital substation cyber-security at present,which mainly includes: Incorrect configuration of network and equipment when testing in substation,which may lead to network storm and crash the network.In addition,the computer viruses and attacks are also a problem that should be considered and prevented.Computer viruses may infect monitoring,protection or management equipment in the substation.Viruses may cause damage to the normal functions of the equipment.Attacks from intruders may crash the network,which can make protection equipment unable to send out tripping or closing commands.What may cause more serious consequences is that attacks are possible to disrupt the data acquisition of merging unit and PTCT,which can lead to protection equipment malfunction.Intruders may directly send tripping and closing commands to the equipment and cause serious accident of power system.Against computer viruses and attacks,the current measures with their advantages and disadvantages are discussed.And a brief view is as follows: use power system Intranet instead of Internet and guarantee the isolation from Internet physically.Installing a firewall to prevent external unauthorized access.Installing anti-virus software to prevent virus infection.Configure VLAN and ARP binding to prevent internal unauthorized access.As IEC 62351 has provided a set of security solution for power system communication including IEC 61850,we analyze a secure communication example adopting IEC 62351 TLS protocol.
