Measures against Maintenance for Aged Protection Relays and Development of Human Resources in Response to the digitalized PAC System

  With progress of protection relay digitization,reliability has improved and hence operational and maintenance practices have been optimized.On the other hand,short life cycle of electronic components has caused by digital relay problems related to securement of maintenance parts.In addition,lack of abilities of protection relay engineers has been envisaged,due to reduced opportunities in operation,maintenance and troubleshooting.Owing to the rapid advances in digital technologies, components such as integrated circuits used in digital relays are revised or discontinued at short intervals. A large number of components have already gone out of production. General consensus between manufacturers and utilities is that maintenance services is expected to last for 10 years from the date of notification of stopping the production. However, depending on the time of installation, there must be a case that maintenance service for the product will end during its lifetime. As a measure against above issues, securement of service parts and maintenance system for digital relays after the period of maintenance service is planned in Japan. Also, we have been making efforts from the past to reinforce and enhance technological succession, development of human resource and specific trainings using various methods based on the facilities available for each company. However, the digitization of protection relays brought more efficient support for maintenance service and operation. On the contrary, it may cause lack of ability of protection relay engineers. Digitization of protection relays may reduce design opportunities through standardization of protection relays, reduce opportunities of site work, and improved failure rate of equipment and power system faults due to improved reliability of products. The key problems identified in this scenario are: lack of abilities to design protection relays, to perform maintenance, operation and troubleshooting, and to analize power system. Hence educational program is required to foster the younger generation to acquire latest knowledge and to spread technology necessary for protection relay engineers. To overcome the current issues we suggest the following methods: practical acquisition of technologies necessary for protection and control systems through planned job rotation, planned on-the-job training, training for operation, maintenance and troubleshooting using simulators, enhancement of job supporting software, accumulation of technology and knowledge database etc. In this paper, we explain:The efforts to extend maintenance services for aged protection relays Technology succession and development of humanresource for protection relay engineers
