How to adopt the organization and experts of system suppliers for the production of system components and the challenge of system integration experts

  Based on the tasks of CIGRE SC B5,the preferential subject refers to new protection and automation technologies in substations and beyond.Looking what has happened in the last 10 years and what is still going on with high drive,new protection and automation technology refers mainly to the standard IEC 61850.The first edition was published 2005 (last part) under the header substation automation,the second edition 2012 with functional and domain extensions under the header utility automation.Another technical issue was started about same time i.e. the discussion about the network of the future today mostly named smart grids. The main goal for this future system is the reduction of the ecological footprint both in energy production and consumption. The main means are decentralized power production with zero carbon technologies which are available mainly as volatile energies requiring new storage capacities. The parallel evolution of both areas is not by chance but driven by the fact that smart grids may be only realized by a seamless data exchange i.e. a state-of-the-art communication with a high-level semantic data model as provided by IEC 61850. Information for the management and automation of the power system must be exchangeable over the complete interconnected power system fast and without any risk for misunderstanding. Regarding the features of the standard IEC 61850 and its implementation in products and systems may call for organizational changes to cope with these new protection & automation technologies. In 2007 the Cigre brochure 326 was published under the title The introduction of IEC 61850 and its impact on protection and automation within substations which contains also a chapter about requested management & organizational changes in utilities. Similar changes for suppliers have not yet been discussed but to some extent realized. These are addressed in this paper. One of the fundamental news in protection & automation technologies is that there is no basic difference between both anymore. Bay protection and bay control units are implemented on the same hardware platform, using the same data model, the same communication and base software. They may be installed in the same harsh environment of the substation. Both the increasing integration of function for advanced functionality and cost benefits create the need for integrating protection and automation functions also in one IED. The impact on suppliers is focusing the development to one platform where protection, automation and communication functions are performed. This facilitates the production of IEDs and design, engineering and testing of systems. Easy verification of interoperability of suppliers’ IEDs and third party IEDs is needed. Therefore, a new organizational unit like a system verification center (SVC) has to be realized. In parallel, versatile software tools for engineering, testing and commissioning have to be developed. The SVC allows not only testing single system designs but also the concepts of a complete utility before any project implementation step. The output of all these closely linked activities reduces the risks for FAT (factory acceptance test) and SAT (site acceptance test) and improves the performance of the project execution. It facilitates also the participation of the ordering utility in work packages if applicable. Summarizing all the mentioned trends and changes shows that the different application functions in substations and power systems move closer together by the new protection and automation technologies respectively the required skills of the engineers from sales to maintenance tend to broaden up. Therefore, the education of people gets a top value. Dedicated training centers merge to comprehensive training universities offering services both to the personal of customers and experts of suppliers. All these organizational changes have to be appropriately managed in the complete organization.
