New organizational characteristics of Brazilian utilities concerning the adoption of new technologies
In the last twenty years,we experienced tremendous changes in the technology of protection and automation systems.The protections changed from electromechanical solutions to static and,finally,to digital technology.Control systems have evolved from wired relay logics to digital acquisition and control units.These developments required high qualification and expertise from the personnel involved. They had to play an important role in defining the necessary changes in the organization of the many processes concerning in the implementation of protection and automation systems. The paper will present the consequences of these changes in the processes concerning the project, maintenance and operation of power systems in Brazilian utilities. It will detail the qualification strategy adopted by the utilities, the adequacy of processes, the integration of teams and the definition of activities and expertise in the various levels, including the modernization of tools for management of documentation, application software, databases, remote access to service specialists and monitoring systems. The paper also analyzes future strategies the utilities might take in line with the implementation of a fully digital substation environment, further increasing the complexity of managing processes and the qualification and integration of teams.
