Deployment of IEC 61850 work processes
IEC 61850 is just as much a standard for deployment of DSAS projects as a communication standard.Swedish network company Vattenfall Eldistribution therefore develops and adapts also their work processes to IEC 61850.A new model for project execution for IEC 61850 substation automation systems has been introduced and verified in a pilot project,and is now being rolled out.The process,based on SCL files and 3rd party tools,covers the whole life cycle of the substation.The advantages of the new IEC 61850 process include minimized errors caused by humans,increased efficiency,clear and coherent utility/contractor relationship,and sustainable substation management.The model requires changed roles,work processes and tools both at the customer side and at the vendor side.This paper describes the objectives for introducing work processes based on IEC 61850.The individual steps from concept development until large scale implementation of the new work process are presented.From a customer perspective Specification,Acceptance of delivery and Final documentation for O&M activities are the process phases that are most affected by the introduction of IEC 61850.The paper presents how these work processes are effected.Furthermore the paper elaborates on critical success factors and the challenges for introducing new work processes.
