Managerial and organization changes to cope with new technologies at RTE
RTE’s maintenance operational arrangement has been based upon two principles: 3 levels of maintenance teams: local,specialized,regional Separated staffs between protection and telecontrol-telecommunication.This organisation has proven efficient till the beginning of the Years 2000,when RTE has started to implement digital IEDs then digital systems,within it’s SASs and began the use of high bandwidth telecommunication network.Nowadays we are facing to improve it, to respond to many new issues. The first issue is the complexity of the SASs (formerly one box per function now a multi-functional system), and the quickening of renewal of manufacturer’s technical offers, causing the multiplication of types of devices in operation (either hardware or firmware). The second one is the level of constrains on the network, which involves the need of increased rate of use on network devices, and of reduction of time recovery of alimentation after faults. The third one is the evolution of skill needed to maintain the devices, with the merging of skill between protection and telecontrol IEDs, the increase of auto control and remote control capabilities, the drastic reduction of hardware faults, and the strict limitation of the SATs made by RTE’s staff, in case of creation or renewal of SASs. The paper will describe the adaptation that RTE has already engaged and will develop to face these issues, taking profit of the experiences of the telecommunication and telecontrol, of the increase of technologies possibilities, at a time of huge staff renewal, with the constant will in keeping it’s systems under control. It will describe the creation of regional supervision teams leading the maintenance interventions of either local teams or specialized teams merging qualified technical personnel of both skills on protection and telecontrol. It will also reveal especially trained teams for rare and complex devices or to begin and strengthen new activities.
