摘要：

1 Introduction In the EU Waste Framework Directive (EU,2008) where the fundamentals and features of the European Waste Management Strategy are laid down,clear priority is given to MATERIALS-Recycling before ENERGY-Recovery.From the standpoint of a strategy,that has to be implemented into national administration and law by the EU-28 member states,this decision makes sense.
