MODELING AND SIMULATION OF BEIJINGS FLOOD DEFENSE EMERGENCY PLAN BASED ON PETRI NETS
Emergency plan is a citys operative norm when responding to an unexpected public incident, as well as the core of its emergency management mechanisms.The graphical process modeling can help evaluating an emergency plan more precisely and finding out its bottlenecks and problems, which plays an important role in the improvement of a citys natural disaster contingency plans.Firstly, this paper summarized the general processes and the major actors of Beijings Flood Defense Emergency Plan, and use Agents to represent them and their collaborative relationships.Secondly, based on Petri Net theory, a double-layer emergency plan model illustrating the agents and their relations was set up.Through mathematical analysis we performed a diagnostic analysis of the model.Thirdly, this paper takes the heavy rainfall disaster happened 2012 July 21st in Beijing as the study case to extract real data and perform simulations for both the superpage and one of the subpages of the designed Petri Net model.At last, policy recommendations of Beijings Flood Defense Emergency Plan are given based on the analysis and evaluation above.The proposed emergency plan models validity has been proved by the comparative result of the simulation and the mathematical diagnosis.
