On the Changes of the Relationship Between Chinese Government and Higher Institutions and the Principles of Their Future Adjustment
Based on the study of the historical changes and the legal documents of the relationship between Chinese govemment and higher institutions since the reform and opening up in China, it is proposed in the paper that the future relationship between them should be adjusted towards the orientation of balance and win-win and the optimum relationship principle between the govemment and higher institutions should be one that matches the rights and obligations.
