Tools for Capacity Building at Local Government Level for Landslide Disaster Risk Reduction
Recently, there has been a notable increase in the incidents of landslides in urban areas throughout Asia, resulting in heavy property losses, economic impacts and deaths, injuries etc.The increase is possibly due to associated rainfall events, its frequency, intensity etc.Additionally, there is evidence to suggest that certain development interventions within the urban areas can amplify the effect of such landslide trigger mechanisms.There seems to be a direct correlation between geo-environmental factors and physical factors associated with urban development interventions in increasing the vulnerability to landslides.Since development interventions can increase the possibility of trigger of landslide events, measures are needed to ensure utilization of careful development practices within hilly areas in order to reduce the economic and social impacts due to landslides.Among the practices that can ensure sustainable development within hill country areas are land use planning, land management, strict compliance to building codes, safer construction practices on vulnerable hill slopes etc.Additionally, measures are needed to make risk information available for development planning, including infrastructure planning in hilly areas.Risk information should be used for the design of measures for preparedness and mitigation of landslide impacts and to avoid or minimize the usage of vulnerable slopes for development.Land management and land use planning can help in maintenance of the physical conditions of the land, preserve natural and cultural aspects, reduce vulnerability and improve the safety of the population.Risk sensitive land use planning can provide opportunities for environmentally friendly usage of land for residential, recreational or commercial purposes.A systematic and interactive procedure carded out in land allocation for urban development expected to create an enabling environment for sustainable development that meets peoples needs and demands as well as preserves the safety and stability of the land.The capacity building interventions for local government level stakeholders aims to educate the stakeholders within the urban local government areas about causative factors of landslides and safer development practices that can be applied for hilly areas.The course advocates for local government officials, technocrats, professionals, practitioners and all other stakeholders in urban local government areas to have means for mainstreaming landslide DRR measures into urban planning and development in order to regulate the land development interventions in landslide prone areas, and thereby reduce the impacts due to future devastating events of landsides.
