Strategic Analysis of Taiwans Promotion of an Offshore Wind Power Industrial Supply Chain

  Taiwans wind energy resources are among the best in the world,with offshore wind reserves totaling 9GW.The government has already proposed short,medium and long-term development goals for offshore wind power,along with incentives to encourage private participation,with the expectation that investment can drive the localized development of maritime transport and key component production,thus enhancing the self-sufficiency of Taiwans domestic wind power industry.The development of offshore wind farms entails a great deal of technical difficulty,including the reliability of offshore turbines,underwater foundation design and construction,turbine and tower installation,and the construction of specialized vessels for installation,all of which will require significant investment and risk.This article reviews the experience of other countries in developing offshore wind farms and discusses the Taiwans policies and industry dynamics for the development of offshore wind power.Cost parameters are established for the localized development of offshore wind power,to calculate the levelized cost of electricity as the basis for evaluating Taiwans competitiveness in this area.Finally,we raise key considerations for the development of the domestic offshore wind energy industry,and recommend feasible strategic development directions.
