Research on Ancillary Services Market Mechanism to Promote Wind Power Accommodation in Northwest China
There are rich wind,hydro,coal and other energy resources in Northwest China,which is also the most important wind power,hydropower and coal bases in China.To promote efficient accommodation of large-scale wind power base in Northwest China,it is required to analyze the problems faced by the technical,economic,and other aspects.The coordinated development of wind power and hydropower & coal power is overall considered.Combined with the actual situation of Northwest China,the load following ancillary services cost and cost-sharing mechanism,which is caused by Northwest wind power integration,are studied.Based on the stakeholders analysis of wind power and hydropower & coal coordinated operation,the auxiliary services framework to promote efficient wind power accommodation is put forward.Based on the rights and obligations equivalent principle who benefits,who pays,the load following compensation cost analysis model is proposed considering.Furthermore,the cost sharing mechanism,in which thermal power compensation costs are allocated separately within provinces and hydropower compensation costs are allocated unified within regions.Finally,numerical analysis results demonstrate the effectiveness of the proposed method.
