　　Performance management is dynamic process, is an important guarantee for implementation of the strategy.this paper based on the CD Telecom enterprises performance management reform as the background and KPI theory as a guide, in-depth analysis on the problems existing in the process of performance management, and further analysis of the reasons behind the problem, furthermore, Improved the appropriate CD Telecom enterprises performance management system, which effectively solve the problem of performance management to ensure the achievement of strategic objectives.Thereby, the paper has the guiding significance and reference value on the telecommunication enterprise performance management.
