Network Governance and Copycats in Industrial Cluster:A Case Study of Zhongshan Gas Appliance Cluster

　　Different from the traditional policy governance and market governance, network governance may exhibit advantages on the solution of some problems like copycat in industrial cluster.To be a complex adaptive system, industrial cluster is characterized by its complicated networks.In this paper, we first compare three forms of governance including policy governance, network governance and market governance and then take Zhongshan gas appliance cluster as a case to explore how network governance can help mitigate the serious copycat problem.Our findings suggest that the association-center network governance provides some new perspectives on mitigating the copycat phenomenon in the cluster.Meanwhile government also exhibits special roles on network governance even though it is not as strong as that in policy governance.
