Research on Incentives of Social Conflict Risk Related to Environmental Pollution of Large Project from the Perspective of Information Communication

  Based on information communication theory, using literature-research and case-study method, this paper studies the incentives of social conflict risk related to environmental pollution of large project among project approval (stage one), implementation (stage two), and operations (stage three).And the incentives are different in the three stages.Authors made conclusions as follows: (1) the common incentives in the three stages are crisis of confidence between public and social institutions;imperfection in public interests expression mechanism;insufficiency in public participating in project decision-making;the rise of the Internet and media amplification effect.(2) The different incentives are as follows: in project approval stage, incentives about information recipients are increase of anticipation of interest damages and demand of interest expressions;irrational cognition;furthermore, lack and delay of information communication between government, project subject and public is the main cause.The remarkable incentive in project implementation stage is lack of multi-party continuous communication in project operation stage, the incentive is crisis of confidence between governments and project subjects because the benefits alliance may damage public interests.This research can provide a theoretical framework for governments, project subjects, medias, third parties and the public to prevent, reduce, solve and respond to social conflict risks caused by environmental pollution of large project.
