Government subsidies, Private R & D and Industrial Innovation in Emerging Market Country

　　In the context of the innovation drive strategy, we use the stochastic frontier production function model to analysis the effect of government subsidies and enterprise innovation desire in high-tech industry, and discuss the heterogeneity of the industries.It has a great significance effect on improving Government funding and highlighting the position of enterprises in innovation.The results show that innovation desire has a positive role in promoting innovation performance of Chinas high-tech industry, but the effect of subsidies has a significant difference between different industries, R&D personnel full-time equivalent contribution to innovation performance is higher than the R&D capital, indicating that Chinas high-tech industry has grown from production factor driven to innovation driven.
