Analysis on the Influence of Government Regulation to Food Enterprises Implement Quality Assurance Program
The implementation of the food quality assurance program has a great significance to safeguard the interests of consumer and improve the quality of products.This paper first analyzed the present situation of the enterprise quality assurance system under government supervision, the motives and barriers of enterprise implement quality assurance program, and points out that the government regulation is critical to influence the enterprise implement food quality assurance program.Then according to the cost-benefit theory, respectively from the aspects of government regulation and enterprises utility to analyze and found that it must be met certain conditions if the regulation is efficient and the enterprises are influenced actively, namely the cost of the government regulation can be approximate to the gap between the benefit level of the implementation of quality assurance program and the actual benefit level;the net benefits of enterprises to implement quality assurance programs plus subsidies provided by the government are more than the differences between the implementation costs and the compensation costs.At this point, the government regulation can promote enterprises implement quality assurance program.
