Analyses on Domestic and Overseas Competitive Technical Intelligences Theory, Approach and its Application

　　In order to better adapt to the need of deepening the reform of China science and technology system, and accelerating the pace of technological innovation in the new period, it is particularly urgent and important to establish a technology transfer services platform based on competitive technical intelligence (CTI) instead of temporary & scattered information.On the basis of relevant theoretical results and practical experiences of CTI, this paper tries to set up a new mode of technology transfer platform according to its status quo: a certain scale of technology transfer and transaction services platform, CTI service platform.Hence, it provides CTI service for the small & medium-sized enterprises (SMEs), promotes in-depth development of the technology transfer services, and provides full consulting services focusing on technology transfer and innovation.In the end, a technology transfer service platform with market competitiveness and influence will be created.
