THE ESTABLISHMENT AND APPLICATION OF EVALUATION SYSTEM FOR REGIONAL INNOVATION ABILITY

　　In order to remedy the deficiency in study on regional innovation ability evaluation, this paper constructs an evaluation index system of regional innovative ability.The index system includes the abilities of innovation investment, innovation production,knowledge flow and innovation environment.The paper also makes empirical evaluation and analysis on the regional innovation ability of twenty-seven provinces,autonomous regions and municipalities in China by adopting layered weighting method.
