Research on Problems and Countermeasures for Urbanization of Reservoir Resettlement in Guizhou Province
The reservoir filling arising out of the water conservancy and hydropower engineering development inundated a lot of fertile farmlands and good soils.Especially it was mountainous with scarce land in the southwest area,and the contradiction between man and land was prominent.The soil-based resettlement mode only possessed the textual meaning,rather than the practical operational meaning.It is necessary to adopt the urbanization and industrialization resettlement,so as to enable the resettlement to move out as well as dwell securely and become rich step by step.Through the field research,this paper summarizes the type during the urbanization process of reservoir resettlement in Guizhou Province at the present stage,discovers the existing difficulties and problems in the resettlement,and puts forward the relevant countermeasures and suggestions.Balancing the urban and rural development,combining the relocation of reservoir resettlement and construction of small towns,and constructing the resettlement resettlement town have been the general trend for the resettlement of resettlement at the present stage.Since August 2011,the author selected Guizhou Province and carried out the investigation and survey on the settlement mode of resettlement in Guizhou Province for nearly 2 years.Guizhou Province is located at the southwest of China,and is rich in water resources.More than 300,000 resettlement of medium and large water conservancy and hydropower engineering have been relocated in Guizhou Province since 2001,including 123,000 resettlement with urbanization resettlement,which accounted for 41%of total resettlement and referred t0 16 medium and large hydropower stations.In combination with the resettlement investment,resources status and resettlement intentions,the urbanization resettlement of in Guizhou Province can be mainly divided into two types.The first type is the resettlement type led by the entire resettlement and reconstruction of market towns.There were 38 market towns with the entire resettlement and reconstruction due to the reservoir inundation,and 28 market towns have been completed with the gross investment of CNY 3,300,000,000 and the 66,300 resettlement.The second type is the resettlement type relying on the existing market towns.The major choices are counties and market towns with the environmental capacity.It guides the resettlement to go into town for resettlement by the means of planning and construction for the centralized resettlement sites(communities).There are 89 resettlement sites in total,referring t0 30 counties and 62 market towns,with the of 56,700 resettlement and the infrastructure supporting investment of CNY 450,000,000.
