The Rural Surplus Labor Force’s Effective Transfer to County Town and the Options of Public Policy

摘要：

　　Based on the comprehensive analysis of Chinese realistic national conditions,rural surplus labor forces transferring ways and the county towns comparative advantages in absorbing rural labor force,this paper puts forward that the county town can be an effective carrier of rural surplus labor forces effective transfer to other places.The contents of this paper also include criteria of rural surplus labor forces “effective transfer,policy obstacles in their transfer from countryside to county town and some targeted public policy suggestions.The objective of this research is to remove the institutional blocking factors,accelerate the transfer of rural surplus labor force and realize the integration of urban and rural areas.
