Analysis of Hydropower Plant Platform Concept as a Synergy Element between Hydroelectricity and Brazilian Amazon Region Sustainable Development

  Until the late 1980s, hyroelectric power plants were built in Brazil seeking, not only power generation, but also regional development.Thus, their construction was a human attraction vector and human occupation happened in its vicinity.In Amazon region, lack of control mechanisms made this occupation occur frequently in a disorderly manner.The new Brazilian development paradigm, which rigorously pursues environmental sustainability, resulted in a radical opposition to new infrastructure projects development.That includes hyroelectric power plants.Yet in this new context, numerous and huge conservation units were created, many of them containing sites with great hyroelectric potential.However, due to the vast extent of these new protected areas, there is not enough human and financial resources to provide the appropriate monitoring and preservation of all these areas.Collaborating to the environmental preservation and allying the benefit of clean energy generation, Brazilian Energy Ministry suggested the new concept of Platform Hydropower Plant, to be applied to hydropower plants to be built in areas with little or no human action.In addition to generating clean, economic and renewable energy, Platform Hydropower Plant will be a permanent environmental conservation vector through the assumption of physical and financial responsibilities for the proper protection of these areas.This report analyzes Brazilian Energy Ministry s proposal called Platform Hydropower Plant.This strategy aims to make hyroelectric power plants powerful instruments for environmental conservation.
