Building the Future:the Revival of Dam Building in Afghanistan
Long wars during the last 30 to 40 years have critically impacted the development of Afghanistan s dam construction programs, thereby severely damaging the irrigation and water development projects throughout the country. In recent years, there has been a revived movement in building new dams in several provinces by local and international companies andorganizations.Although the new water sector strategy has given special attention to development of dam projects, the application of this strategy is faced with several challenges such as dependency on foreign aid, security, lack of technical expertise and institutional capacity.Since 2005, feasibilities of 20 projects have been completed and another 9 projects are in progress.Six dam projects are under construction. This paper presents design and construction issues related to one of these projects. It is anticipated that the current dam development will contribute to agricultural development, power generation, job creation, and economic growth in the country. This paper also presents a summary of major dams constructed in the past.
