The Ethics of Public Officials in the United States:Strong,Bent,Broken?
The ethics of public officials are not black and white. Rather, ethical behavior can be put on a continuum ranging from broken to strong. While many public officials-elected and appointed-are viewed as self-serving opportunists whose ethical compass is broken, there are others, many in fact, whose ethical compass serves them well. The paper draws on statistical data and qualitative case studies of six public officials to describe and assess ethical behavior that can be characterized as strong, bent, or broken.
