Public Workforce Leadership Skills and Strategies in the United States
In 2013, public sector workforce administrators face combined challenges including staff reduction, increased workloads, shrinking employee benefits, and the resulting declines in staff morale and productivity.Additionally, funding to retain and retrain valued workers continues to shrink.Consequently, recruitment (if approved) and training of workforce leaders must focus on agency specific skills, specific understanding of agency workers, and targeted approaches to public sector tasks which may be analytical and/or innovative.Skilled leadership must incorporate individual and group awareness, display competence, and operate with transparency and continuous communication to inspire trust.Leaders who can engage the workforce are crucial to public sector productivity and customer service.This paper provides background information about current circumstances in the public sector workforce.Recent leadership studies that address the perceptions and trust of followers are considered.Targeted strategies and other factors are discussed as they relate to the public sector workplace.Recommendations are provided for training and future development to include skills needed by public workforce leaders to succeed in the face of current obstacles.
