Chief Mohlomi:A Model of Ethics and Morality for Achieving Public Management Excellence from the Past History of the Basotho of Lesotho

  Ethics or morals are learned as they are observed from in the life histories of persons—present and/or past.They are best learned in relationship with life histories of persons who are impeccable models of ethics or morals in their respective societies.Basotho often refer to the high ethical leadership standards or principles of Chief Mohlomi, and talk of him as one of the historys great ethical or moral leaders of all time in southern Africa.But do such claims about Mohlomi have substance, and do they stand under scrutiny in making a difference in achieving public management excellence and leadership? If so, how? Drawing lessons largely from the pre-colonial 18th century history of the Basotho-people of Lesotho, the article intends to explore such claims, and to shed some light on the relevance of the legendary Mohlomi in public management and leadership not often discussed in academia.
