Research on Competency of Senior-level Civil Servants in China:Misunderstandings Analysis and Model Framing

摘要：

　　As far as it is concerned, many nations has established competency model for senior civil servants.With the thinking of important roles of Chinas senior-level leaders in the government, more attentions should be paid to the competency of Chinas civil servants.The paper not only aims at withdrawing misunderstandings for the application of competency theory for Chinas civil servants, but also tries to frame a competency model and expose the potential quality for Chinas senior-level civil servant in a quantitative way via Factor Analysis.
