Basic Public Cultural Service of China:Construction of Index System and Measurement of Regional Disparity

　　This article, by using the statistics since the Eleventh Five-Year Plan, calculates the development index and the Gini coefficient of basic public cultural service in China.Then basic data of 31 provinces are sorted and relative disparities of the equalization of basic public cultural services between different provinces and regions are measured.This study reveals that the unequal characteristic of regional public cultural services is evident; the level of economic development can only partially reflect the level of regional basic public cultural services development; the degree of inequity in eastern areas is higher than that of central and westem regions.In this respect, the governments public cultural service functions should be strengthened, equalization standards of basic public cultural services should be established, public finances supporting capability should be enhanced, modes of supply of public cultural services should be reinvented so as to promote the balanced development of basic public cultural services in China.
