On the Incentive System for Chinese Local GovernmentsWork of Environmental Protection from the Perspective of Skinners Reinforcement Theory

摘要：

　　This paper adopts the research approach of putting forward questions, forming and arguing for the hypothesis, analysis and drawing conclusions.Firstly the hypothesis of economic man sets the framework for analyzing local governments work in environmental protection.Then the reinforcement theory is applied to study the incentive system.After that, this paper has drawn the conclusion that the incentive system for local governments work in environmental protection can be improved from four aspects, namely the local governments performance evaluation system, the tax system of resources and environment, the transfer payment system of the central government finance, and central governments environmental protection supervision and accountability system.At last, the incentive system for local governments work in environmental protection is studied from the perspectives of reasonableness and effectiveness.
