Cooperative Governance between Government Organizations and Non-government:Basic Principles and Practical Approaches
During the transformation period in China, the establishment of democratic politics, the change of government function, the enhancement of social moral level, the rational allocation of resources and the optimum of public policy, all need the cooperative governance between the government organization and non-government organization.But there still exist some predicaments to realize the cooperative governance.For instance, social resources are not adequate, the foundation of public utilities property right is weak, the government control is quite strict, independency of social organizations is not strong, the professional ability is scarce, the integration of multi-forces is difficult, the supervision over social organizations is absent, and their public trust is not high.Therefore, in order to achieve the cooperative governance between government organizations and non-government organizations, it is necessary to follow the national situation-based, government-guiding and graduallyadvancing principles.On this basis, the function boundary between government organizations and non-government organizations should be clarified, the interest relations between the two should be coordinated, the accountability should rationally defined, and the mutual trust should be built up.
